The New Jersey Office of Information Technology (OIT) is the central IT organization that oversees the technology infrastructure for the executive branch of State government. It is this infrastructure that enables the State to deliver vital services to New Jersey's citizens and businesses every day.
 
OIT has evolved considerably since it was originally founded in 1984 as the Office of Telecommunication and Information Systems (OTIS). In 2006, through Executive Order 42 OIT was granted the authority to streamline and reform IT operations statewide in order to increase efficiencies, improve services, and keep pace with modern technology.
 
By 2007 Executive Order 42 was formalized with the passage of S-45/A-12 into Public Law 2007, .C56. which mandated that OIT adopt a governance model that factors in three layers of accountability - the Technology Governing Board, the Interim Project Review Board, and the restructuring of the State's IT community into Affinity Groups.
 
 The Governing Board is comprised of technology professionals from the public and private sector and is responsible for setting the overall direction, standards and priorities for the IT community and for reviewing and approving the annual budget request of OIT.

 The Interim Project Review Board (PRB), which reports into the Governing Board, is charged with reviewing, approving and monitoring large-scale IT projects.

 Affinity Groups are natural communities of interest that combines the IT efforts of several agencies where common processes and interests exist. Currently, there are four Affinity Groups: Administrative Services; Business and Community; Health, Education, and Social Services; and Public Safety.
 
Combined, these layers of accountability is enabling OIT to gain full visibility of all major technology projects throughout the State; establish an enterprise technology architecture that is supported by meaningful standards; aggressively pursue opportunities to effectively use technology to improve internal processes; simplify the State's technology infrastructure through intelligent consolidation; and establish a standards-driven procurement process to leverage the State's volume purchasing to drive down costs.
