Penn Township PA is divided into five wards, with each ward being represented by a commissioner who is elected to serve a term of four years.  

Commissioner-Ward 1 includes Penn Township portions of Zip Codes 15644 (Jeannette) 15632 (Export), 15623 (Claridge), 15675 (Penn) and 15665 (Manor) including the neighborhoods of Grandview, Oakford Heights, Pheasant Run, Bella Victoria, William Penn Continuing Care Center, Burrell Hill, Bouquet, Mt. Manor, Observatory, Penn Heights mobile home park, west side of Byerly Drive, and Walton Crossings.

Commissioner-Ward 2 includes Penn Township portions of Zip Codes 15636 (Harrison City), 15644 (Jeannette), and 15642 (Irwin) including the neighborhoods of Harrison City, Harrison Park, Harrison Estates, McCullough, Skyview, Penn Glade, Deerfield, Stoney Creek, Lorrie Drive (south side), Bushy Run Fields, Lorien Fields, Stonegate, Penn Crossings Senior Village and Johntown.

Commissioner-Ward 3 includes Penn Township portions of Zip Codes 15642 (Irwin) 15644 (Jeannette), 15623 (Claridge),15636 (Harrison City), and 15805 (Trafford) including the neighborhoods of Claridge, Boxcartown, Country Farms, Penn Highlands, Oak Farm Estates, Blackthorne, Campbell Farms, Frank Court South, and east sides of Meadowbrook and Gornick Roads.

Commissioner-Ward 4 includes Penn Township portions of Zip Codes 15642 (Irwin),15636 (Harrison City), and 15805 (Trafford) including the neighborhoods of East side of Bakers School Road, Sunrise Estates, Rose Acres, Sandy Hill Meadows, Penntowne, Country View area, Paintertown, Brook Haven, The Willows, Golden Heights Personal Care Home, Cortina Marie, Frank Court North.

Commissioner-Ward 5 includes Penn Township portions of Zip Code 15805 (Level Green / Trafford) including the neighborhoods of Level Green, Deer Run, Abbey Place, Sterling Oaks, west side of Baker School Road, west side of Meadowbrook and Gornick Roads.
