The Middletown NY Community and Economic Development Department administers the U.S. Department of Housing and Urban Development Community Block Grant Program. This program is divided into several components and two general areas. The Community Development Block Grant Program (CDBG) provides both housing and small business economic development assistance to eligible projects. Through the housing program the CDBG program provides grants or loans to eligible home owners or landlords to rehabilitate their properties in compliance with City building codes. The program is income based, and depending on the household income, affords either a grant or a loan to homeowners or a loan to landlords with eligible tenants.
